摘 要：当前我国农田水利建设与管理的环境条件发生了变化，以往的组织方式、管理体制与运行机制已经落后。制度缺失、政策失误导致市场失灵、政府缺位、体制不活、机制不畅等弊病是其处于滞后、无序甚至荒废状态的主要原因。2011年中央1号文件鲜明提出农田水利建设滞后是影响农业稳定发展和国家粮食安全的最大硬伤，把农田水利作为要突出加强的第一薄弱环节，明确要求农田水利建设。这是针对我国农业和水利的突出问题、顺应经济社会发展要求做出的具有战略意义的重大决策，必将产生重大而深远的影响。

关键词：小型农田水利；建设；问题；原因；措施   Discussion on promoting small-scale irrigation and water conservancy engineering construction -Conscientiously implement the Central Committee Document No.1   Student: Sun Kee Ping Instructor: Ding Minghai Huainan Normal University, Department of Politics and Law   Abstract: The current management of irrigation and water conservancy construction and the environmental conditions have changed, the previous organization, management system and operation mechanism have been left behind.System flaw, policy failures lead to market failure, government absence, system is not live, poor mechanisms for the ills of its lagging behind, mainly due to the state of disorder or even abandoned.Central Document No. 1 of 2011 made clear is the impact of irrigation and water conservancy construction is lagging behind the stable development of agriculture and national food security, the greatest flawed, to strengthen water conservancy as the first to highlight the weak links, explicit requirements for construction of water conservancy.This is the view of the outstanding problems of agriculture and water, follow the requirements of economic and social development of strategic significance to make the major decisions will have significant and far-reaching impact. Key words: small water conservancy; construction; problem; reason; measures   前言 “水利”，是指对自然界的水进行控制、调节、治导、开发、管理和保护，以防止水旱灾害，并开发利用水资源的各项事业和活动。水利一词最早见于战国末期问世的《吕氏春秋》中的《孝行览•慎人》篇，但它所讲的“取水利”系指捕鱼之利。约公元前104～前91年，西汉史学家司马迁写成《史记》，其中的《河渠书》（见《史记•河渠书》）是我国第一步水利通史。该书记述了从禹治水到汉武帝黄河瓠（hù）子堵口这一历史时期内一系列治河防洪、开渠通航和引水灌溉的史实之后，感叹到：“甚哉水之为利害也”，并首次赋予“水利”一词以治河、修渠等除害兴利的专业意义。 农业是粮食生产和农村经济活动的基础，是一个国家或民族最重要的生命线。而水利又是农业的命脉，是粮食安全和乡村社会稳定的有效保障。随着农村经济体制改革的不断深入和新农村建设的迅速进行，我国现行的农村小型农田水利工程模式已不能够满足发展的需要，所以加强水利尤其是农村的小型农田水利建设，是务实“三农”发展的根本性措施。在我国现行的政策和形势下，加强农村小型农田水利建设，对促进农业、农村经济的发展和建设好新农村具有重大的现实意义。应该这么说，搞好小型农田水利建设在现阶段和今后一个相当长的时期，无论对加快我国农业的发展还是对提高全国农民的生活水平都具有不可替代的作用。
