为了加强自身对工程建设流程的了解以及对正规化的招投标进行掌握，拟作此招标文件。毕业设计包含烟台中冠印丝的拟招标文件，即工程量的计算、标底的确定、招标文件的编写。招标文件的内容主要包括招标工程的概括情况，招标方的建设意向以及建设规模，招标方对投标方得资质要求、技术要求、工期要求、质量要求等。本工程采用工程量清单（Bill Of Quantity）计价基础，工程量清单说明主要是招标人解释拟招标工程的工程量清单的编制依据以及重要作用，结算时的工程量应以招标人或由其授权委托的监理工程师核准的。招标文件同时也规定了中标后的建设施工合同的主要条款和各式要求，本招标文件对投标的流程有着严格符合业内规范的限制。根据本文件，认为招投标过程复杂，但是具有完整地执行标准和各级规范，与其他行业相比，具有完全不同的特点。在招投标的过程中，容易产生的问题是执行中的纰漏。

According to this document, thought incurs the tender procedure to be complex, but has completely carries out standard and the all levels of standards, compares with other professions, has the completely different characteristic.
